This brochure presents a concept for a long-term secured municipal housing sector in which the participation of tenants plays a central role. People are tenants in (re-) communalized houses and settlements; Tenants in houses and settlements still waiting for (re-) communalisation; Residents of formerly occupied houses, who have been demonstrating for decades that and how self-government in the state-owned housing companies is possible, as well as city policy activists, who work for the introduction of self-managed elements in municipal buildings. The aim of this paper is to initiate a city-wide discussion on the integration of co-determination and self-administration in the state-owned housing companies with our concept "communal & self-managed living".
